These program notes are meant to offend everyone equally. If, for some reason you are not offended, please write me with a description of yourself including your name, race, weight, religious views, political party, strong opinions, physical disabilities, weird sexual preferences, or anything else that you are touchy about, and I will try to offend you in a future issue. You need it and if I can't do it, nobody can. If I had known I was going to live this long I would have taken better care of myself. Failure is a choice. Poverty is a mental disease.

TERRORIST ATTACK!!!

Foreign enemies have finally brought warfare to American soil. Both of the World Trade Towers in New York City have been destroyed, as has World Trade Building No. 7. The Pentagon in Washington DC has been attacked. Another attack was attempted on Camp David. Four, possibly five commercial airliners have been hijacked -- their passengers and crews killed. It's an all-out terrorist attack on freedom, on liberty and on the United States and all of its citizens .. with 10,000 possibly dead.

Boortz returns to the air at 9:00 a.m.

By now I'm sure you know the story. America, liberty and freedom have been attacked. Both of the World Trade Towers have been destroyed. Thousands of lives have been lost. Some estimates put the dead in New York City at 10,000 souls. Direct attacks against the American government have been staged. There was an attack on Camp David which failed, an attack on the Pentagon which succeeded.

For now Americans are, or should be United. No matter who you voted for in 2001, George W. Bush is now YOUR president and he needs your prayers. The decisions that will be made in the coming hours, days and weeks are horrendous beyond your comprehension. U.S. Air Force fighter planes are now circling New York City and Washington DC. US Navy warships are on their way to New York and the National Guard has been called forth to help in rescue attempts.

This is an attack on freedom, liberty and on all of America and all Americans. It's also an attack on tall civilized nations throughout the world. The questions are almost too numerous. Who did it, of course, and how does America retaliate? What actions can be taken to prevent similar attacks on other targets in New York and other cities?

I was in Texas when JFK was assassinated. Within hours people were attacking those they felt to be responsible -- people who weren't responsible at all. It's time for Americans to absorb as much information as possible, to pray, and to reflect. Then it will be time for us to support our leaders in the actions they take to address these attacks, and to make sure they never happen again.

We'll see you on the air at 6:00 p.m. Eastern. Updates anytime.

The WSB newsroom in action:

Scott Slade is delivering constant updates on the terrorist attacks.

Forefront to rear, News Director Chris Camp directs the staff while Veronica Waters and Mike Kavanaugh prepare the latest reports.

Random talking points on the terrorist attacks ...

We will need a unified response. An international response. There are civilized nations – and there are nations that are not civilized, nations that have no place in the international community. These nations need to be isolated – and, if they continue to present a threat, removed.

Its time for America to show strength. Part of true strength is a thoughtful but forceful response to this terrorist action. The response should be defined and strong -- forceful enough to make any other potential terrorists, or those who would harbor them, think very strongly about the consequences of their actions. Two simple steps. First, get it right. Second, respond.

Any nation who supported, protected or harbored the people who are responsible for the attacks on America – those nations must be dealt with strongly.

This was a well-organized and initiated attack. It went flawlessly. Not one set of hijackers failed to reach their goal of seizing American airliners. It is not the act of any small, poorly funded terrorist group.

One of the principal protectors of terrorists – of Osama Bin Laden and his ilk – would be Afghanistan. If the Taliban is behind this. If Afghanistan is complicit. If Osama Ben Laden, protected by Afghanistan, is responsible --- then the government of Afghanistan must be dealt with..

Budgets for American intelligence services have been decimated over recent years, starting with Carter. One has to wonder, if those budgets had not been savaged, would this have happened?

Virtually all of the hijacked airplanes were coast to coast flights. Why? Because they had full loads of fuel, that's why. Flying bombs.

I have spoken many times of the pitiful level of competence of those people who man our airport security checks. Don't we now know for an absolute certainty that our system of screening passengers and their luggage is completely inadequate? When it comes to protecting me on a commercial flight, I don't want to depend on people who's only viable second career choice would be cooking French fries. We have seen a total and complete utter failure of the security system protecting our nation's airports.

Did you know that American Airlines was recently fined by the FAA? The reason? Poor passenger screening.

Manhattan is littered with women's shoes. Why? Women trying to flee the scene of the terrorist attacks were abandoning their high heels.

Barbara Olson was reported to be on the hijacked airliner which crashed into the Pentagon. Barbara Olson is the wife of Solicitor General Ted Olson. She's also the woman who wrote the book "Hell to Pay," a rather unflattering portrayal of Hillary Clinton.

Heard today on MSNBC ... Andrea Mitchell saying that "It would be a challenge for a less articulate president to rally the country." Now that quote isn't exact ... but the "less articulate president" was there. It is time for the nation's leftist media to abandon this "Bush is a dummy" campaign.

We've all see those videos of Palestinians dancing in the streets. Ugly? Yeah, it's ugly. But put it in perspective. Those are kids, teenagers. They have no real concept of what America is, who Americans are or what has happened here. For some of the older ones you saw on television --- if you were to put them on an airplane and fly them to New York to see the bodies, the burned, the injured ... they would be horrified. Horrified not only at what they saw, but at their very own demonstrations of glee. Those aren't the people we need to blame. In a sense they're victims too.

You have to ask ... would this tragedy have happened today if America had shown the resolve to rid the world of Saddam Hussein in 1991? Shows of weakness or timidity invite actions of this type. Bullies love to pick on big guys who won't fight back.

I wonder of the hideous cowards who launched this attack on innocent American civilians have any idea just what they have done and the almost certain consequences of their actions. Were they fooled by the apparent dissention in American political life? If so, that will turn out to have been a fatal error. Someone is soon to learn that you don't screw with Americans or America. We may argue among ourselves -- but we are perfectly capable of binding together to respond with dangerous resolve against terrorists who attack us on our own soil.

There were other items today on Nealz Nuze -- though they hardly seem important at the moment. Here they are ... we'll deal with them later.

BREAD AND CIRCUSES

And just what is the biggest news story of the day? It's whether or not Michael Jordan is going to attempt an NBA comeback. Whether he does or doesn't, it will have scant affect on the lives of most Americans. In other words --- big deal! The politicians, though, are smiling. As long as Americans obsess over a basketball star the politicians are free to pursue their own goals unnoticed.

STIMULATE THE ECONOMY? THE REBATES WON'T DO IT

And why not? Simple --- because these rebates are coming from taxes already paid. Receiving a refund or a rebate – call it what you will – of taxes already paid will not induce you to change your economic behavior. There is no incentive to increase your economic production because you have received a rebate on taxes paid on money you have already earned. Simple, huh?

So, what would cause someone to change their economic activity – to actually increase their economic activity? Knowing that you will be able to save money on future earnings, that's what. Giving people money back that they have already earned offers no incentive to increasing your future earnings activities. Cut the marginal tax rates – by a substantial amount – right now. Then stand back and watch the economic growth.

This, unfortunately, is a pipe dream. Bush doesn't have the guts to fight for it, and the Democrats have absolutely no desire to see an improvement in the economy. Instead, the leftists want to parlay the combination of an ignorant electorate and a sagging economy to ride to a landslide victory in 2002.

ARE THE REPUBLICANS GOING TO LET THEM GET AWAY WITH THIS?

OK .. so it's clear the economy needs more stimulation for an earlier recovery? What to do?

Tax cuts are the answer, and here the Democrats see an opportunity. It's an opportunity to advance an agenda – a plan – they've been working on for decades. In the paperback version of "The Terrible Truth About Liberals" (due out next week) I call it "Building a defeat proof Democratic majority." The next step in the Democrat's scheme? Push a payroll tax cut.

Hey, that's a really nice sounding idea, isn't it? It should be really easy to get strong public support behind the idea of cutting "payroll taxes." After all, everybody pays them – so everybody gets a tax cut, right?

If the Democrats pull this "cutting payroll taxes" fraud off it will be their greatest political accomplishment since the very establishment of that income redistribution program they call Social Security decades ago.

OK – let's start this Church of the Painful Truth sermon off with three rather simple questions.

Question No. 1: What event of cataclysmic proportions are the Democrats blaming on the Bush tax cut? Answer: Taking money from the Social Security Surplus.

Question No. 2: If the Democrats were to cut payroll taxes, which is actually a cut in Social Security taxes, where would the money come from? Answer: The Social Security Surplus.

Question No. 3: Why, in the Democratic mind, is it so evil and nasty to reduce the Social Security surplus through lowering income taxes, while at the same time it is so wonderful and praiseworthy to reduce the Social Security surplus by reducing Social Security taxes?

So --- since we've just exposed this whole "cutting payroll taxes" as a complete sham, just what are the Democrats really up to?

Simple – it's just a continuation of a decades-long Democratic effort to remove their constituency from the tax rolls in exchange for their support at the polls.

Up until now the Democrats have concentrated on the federal income tax. The goal? Remove the burden of paying federal income taxes from the shoulders of those likely to vote Democrat, and shift that burden entirely onto the shoulders of those more likely to vote Republican. Their success in this endeavor has been nothing less than astounding. Using various tax rebates, tax credits, tax exemptions and cuts in tax rates the Democrats have shifted 96% of the tax burden in this country onto the shoulders of the top 50% of income earners. Actually, the picture is much worse than that. Narrow it down to the top 30% of income-earning Americans and you'll find them suffering under the burden of paying over 80% of all federal income taxes.

Now that the Democrats have achieved almost total success in removing their constituents from the federal income tax rolls – it's time to work on the other taxes they pay. The dreaded "payroll taxes," consisting mainly of Medicare and Social Security taxes.

First --- let's clear up a little misconception here. The money you pay into Social Security is not technically a "tax." It's an insurance premium. I don't remember the exact title, but it wasn't originally called "Social Security." It was the Old Age Survivors and Disability Insurance Act, or something to that effect. The key word in the title? Insurance. It's an insurance policy. A damned poor one, and any private agent would be put in jail for trying to sell anything like it, but an insurance policy nonetheless – and the money that's taken from you to pay for this stuff is a premium. So – what we are referring to as "payroll taxes" are really insurance premiums you are paying for the defined benefits you will be receiving later. Ditto for Medicare.

OK – so what is the Social Democratic party up to? Easy! They are trying to enhance the free ride they've arranged for their constituents. They already have a free ride on income taxes, let's see if we can extend that to Social Security and Medicare through a payroll tax cut!!!!!

Some more impertinent questions.

If the Democrats manage to reduce the Social Security tax burden, does this mean that they're going to also reduce Social Security benefits so that they don't hasten the eventual bankruptcy of the whole system? After all, with a reduction in the taxes there will be less money coming into the Social Security trust fun, yet the government will still have to pay the same level of benefits? So, will benefits be lowered? Answer: Not only no, but HELL no.

OK, fine. If benefits aren't lowered, and the Social Security taxes are lowered, something is going to have to give. Social Security will run out of money sooner and at that time either the benefits will have to be lowered and taxes raised, right?

Not necessarily -- at least not for those likely to vote Democrat. Here's the scenario, folks. First of all -- take this to the bank. Once the Social Security taxes rates are lowered, they will never be raised again. That would be a tax increase – a tax increase on Democratic voters. So --- how do you boost Social Security tax receipts without increasing the Social Security taxes on Democratic voters? That's simple enough – you just raise the earnings limits! Right now Social Security taxes are only collected on about the first $80,000 or so of earned income. The next step for the Democrats – after, that is, their grateful constituents give them control of the Congress again – will be to raise the earnings limit. Maybe just to $100,000 a year. That should bring in some extra money. Then, a year or so later, it can be boosted to, say, $150,000. You're right. This would be a payroll tax increase, but it's an increase only on higher income earners! The higher your income the more educated you probably are, and the more educated you are the more likely it is that you are not going to vote Democrat! So --- it's perfect! You are able to target a tax increase to the wealthy without really calling it a tax on the rich! Be aware, my friends --- there are Democratic policy makers out there who are actively advocating the elimination of ALL earnings limits on the Social Security tax! Earn $500,000 --- pay $75,000 in Social Security taxes!

Is the game plan starting to become clear to you now? With the media's eager assistance the Democrats succeed in lowering Social Security tax rates. Their grateful constituents show up at the polls in 2002 to sweep them into control of the entire congress. Two years later a Democrat is installed into the White House (maybe even Hitlary!)

Soon after the Democrats ride to victory on the backs of tax freeloaders they "discover" that Social Security is in dire shape. They place the blame on their Republican predecessors. They're going to have to do something to "save" the Social Security system for generations of Americans to come. What to do? Well, regrettably, " ... we are going to have to extend the earnings limit for Social Security taxes." High achievers will scream bloody murder – but who cares? High achievers vote Republican!

Know this: Once we reach a point in this country where a majority --- say 60% -- of the voters are enjoying a complete free ride; a free income tax ride, a free Social Security ride and a free Medicare ride, those voters will be absolute slaves to the whims and demands of the left – of the Democratic Party. They will loyally vote for the party that keeps the taxman at bay. It's a defeat-proof freeloading majority, and it's on the way to a precinct near you.

I started out this sermon with the question "Are the Republicans going to let them get away with this?" The answer, apparently, is yes, they will. None other than Republican Senator Trent Lott is singing the praises of a payroll tax cut.

And you wonder why I vote libertarian.

WOW! WHAT A HUGE SURPRISE!!!!

The Washington Post and ABC have released the results of another of their famous polls. Guess what! A majority of Americans favor rolling back the Bush tax cut to deal with the shrinking federal budget surplus. Isn't that a grand surprise!

The results come from questions asked of 1,009 adults. If these 1,009 adults truly represent a cross-section of America then about 50% of them have no federal income tax liability at all. Obviously these people are going to support rolling back a tax cut to address a shrinking surplus. That's the solution that hurts them the least! They don't pay taxes!

Let's divide wage-earning Americans into a 60/40 grouping. The top 40 percent pays about 90 percent of the taxes. That leaves about 10 percent for the bottom 60 percent. The poll shows that 57% support rolling back the tax cut.

Question: If you're going to poll people on whether or not they would like to see the tax cut rolled back, wouldn't it be fair just to poll people who actually pay income taxes?

Let's say you wanted to poll people on the subject of traffic. Here's the question:

Would you support a $10.00 per month commuter tax on all automobiles that access downtown parking lots on a daily basis if the tax proceeds were going to be used to fund rapid transit improvements?

You send your pollsters out to get answers and, surprise surprise, they find that 87% of the people polled absolutely agree with the plan. Then you find out that the pollsters got their answers by polling people who ride rapid transit every day. Valid poll results? Hardly!

Another one:

You announce results of a poll showing that 59% of Americans think there should be an immediate increase in the minimum wage. Then you find out that 55% of the people polled were only earning the minimum wage. Valid? Hardly.

The Democrats and other big-government types love this though. They have worked hard to remove half the electorate from the income tax rolls. Now they sit back and grin when pollsters go out and ask these people if they think that a tax cut ought to be rolled back.

You need to know that if ABC, the Washington Post and most of the rest of the mainstream media in this country weren't in bed with the Social Democratic party these fraudulent poll results would never make it to print.

WE SHOULD LISTEN TO THIS GUY

" Whoever would overthrow the Liberty of a Nation must begin by subduing the Freeness of Speech." The speaker there was Benjamin Franklin. I wonder what Franklin would have to say about campus speech codes and the Political Correctness movement today?

HOW ABOUT SOME E-MAIL?

Here's a particularly amazing e-mail offering from a listener. I present it to you without editing – which makes it somewhat difficult to read

Republicans have all the answers and are real smart. Fact, more people who own guns wind up killing members of their family then any burgulars or intruders. Now thats a fact!! Can you explain to me why someone needs an uzi or ak-47? You can't hunt with them. Let's go back to the wild, wild west and we'll all put our holsters on and have a good old time killing each other. The only thing you Republicans and your fat idle Rush care about is how the stock market is doing and running around telling everybody your a self made millionaire. Not giving a damm about the people who helped you get there. Not caring about the less fortunate in this country. I fought for this country and have to listen to assholes like Robert Novak call people on his shows "communist" when they don't agree with him. All you guys ever do is talk on T.V. and the radio, but nothing seems to ever change. But I love it when the stock market changes for the worse and listen to you guys whine. This country is not capitalistic. It's based on gambling. Plain and simple. From the church, to the lottery to the stock market. Angry with people like you and the rest of the conservatives? Probably so, I'd be a liar to say no. But more then that, I feel sorry for you all. How do you sleep at night?

Is there one ounce of doubt in anyone's mind that this is a staunch Democratic voter?

A BIG BOORTZ "I TOLD YOU SO"

Last week, I asked a simple question: Will anyone whine about Nissan's advertisements that say its Lancer sedan "must be dyslexic" because it's a $14,000 car that thinks it's a $41,000 car? The answer is yes. Some advocacy group is now screaming at the top of their collective lungs that the ads are insensitive to dyslexic people. Nissan has already pulled its TV commercials. The billboards could stay up for a while longer. n this country, the hypersensitive elur. I mean, rule.

Oh, and how about that bumper sticker ...

DAM !!! Mothers Against Dyslexia!

A BIT OF PERSPECTIVE, PLEASE

Jeepers! It's the second-- no, the third coming of Michael Jordan!

Government bureaucrats across the country must be breathing a sigh of relief now that Jordan is coming back to professional basketball. That means they won't have to face so many pressing questions and scrutiny from the media and the public. The media will be fawning over Air Jordan; the public will be glued to their seats watching him.

Does Michael Jordan's comeback put more of your own hard-earned money back in your pocket where it belongs? Does it solve the culture of anti-achievement that pervades the youth of America? Does the fact that Michael Jordan will be wearing a Washington Wizards uniform this winter prevent the leftists in Congress from gobbling up more of your paycheck and curtailing your freedoms?

Of course not. Let's put this into the proper perspective. Michael Jordan is an athlete. An entertainer. He has the ability to put a basketball through a metal hoop. He doesn't have the ability to influence policy in Washington. Like most entertainers, his net effect on your everyday life is zero. Decisions made by the people in our nation's capital could have a huge impact on your day-to-day existence.

Yes, Michael Jordan is coming back. But don't let his return distract you from the real issues that have real consequences for you and your family. Politics may not be as exciting as sports, but it's a hell of a lot more important to you in the long run.

MORE TALES OF SELF-DEFENSE!

--Nashville, Tennessee. A cab driver was answering a call at an apartment complex. He picked up a passenger and drove him to his destination. But the passenger wasn't done. He pulled put a gun, stuck it in the cab driver's back, and demanded cash. The cab driver, however, was prepared. He pulled out his own gun and shot the would-be robber! Police later found the suspect walking down the street with wounds to his arm and rear end. He's no stranger to the police, either. Too bad the cabbie's aim wasn't a little better, or else this predator's career would have come to a well-deserved end.

--Atlanta, Texas. 60-year-old Alfred Webster was hosting a July 4 party at his house. An uninvited guest, Winfred Earl Walker, showed up. He threatened Webster's wife and another man and pulled a knife. Webster responded with his own .38-caliber revolver. He ordered Walker to drop the knife and leave. Webster fired a warning shot. Walker wouldn't leave. So Webster fired a second shot--into Walker's forehead. Unfortunately, Walker survived. The Texarkana Gazette reported this week that a grand jury has refused to indict Webster for the shooting.

--Spokane, Washington. A man was driving his car when some drunk, doped-up teenagers threw a beer can at his car. He stopped to call police, but the teens followed him to the parking lot. When the driver got out, 17-year-old Jacob Walton hit him in the face. The 28-year-old man drew his gun and warned Walton and his friends to stay back. They didn't. Jacob Walton is now food for worms. Investigators say the driver acted in self-defense and won't be charged.

YET ANOTHER "ZERO TOLERANCE" ABSURDITY

Meet the latest victim of our nation's "zero tolerance" of weapons in schools.

It happened Friday in West Carrollton, Ohio. A freshman at West Carrollton High School went to school, not realizing that he'd forgotten to take his pellet gun out and leave it at home. When he realized that he'd brought the pellet gun to school, he went straight to the school's administrative office and told them about it. He could have hid the gun. He could have dumped it. But nooooooo .... He does the right thing, and hands it over.

His reward for his honesty? An automatic 10-day suspension and an automatic recommendation that he be expelled for one year. Ohio's "zero tolerance" law makes it illegal to have a weapon on school property and sets the penalties for infractions.

School Superintendent Rusty Clifford was positively crowing about the boy's suspension. He told the Dayton Daily News, "This is actually a good news story. Everything was done the way it should be. This is an affirmation of the student and the administration and what we've been stressing about safety the past two years."

Wow--what a triumph of "zero tolerance" laws. We have a student who, after discovering his mistake, goes to tell administrators and seek their guidance--and they respond by reading his punishment out of a manual. Yeah, that's a triumph. It's a triumph of laws that require no independent judgment from the government school officials who enforce them. It's actually a triumph of liberalism --- where thought and reason are to be avoided. Any administrator in his right mind would see that this boy didn't intend to hurt anyone with his pellet gun. It was a simple mistake, and the kid tried to make amends for it.

"Zero tolerance" equals zero thought. But then again, we are talking about a government school.

THOSE CHEAP HANDGUNS AREN'T SO CHEAP AFTER ALL

Remember when California implemented handgun testing? Every handgun manufacturer that wants to distribute its products to licensed gun dealers in California has to submit samples to a private laboratory for testing of its safety features--mechanisms that prevent the gun from firing when it's dropped, for example.

The testing was designed to get those inexpensive so-called "Saturday night specials" out of the California gun market. The rationale was that the cheaply made handguns wouldn't stand up to the safety standards set by the state.

Well, there's a problem. Those cheap little guns are PASSING safety requirements. Bruce Cavanaugh of the California Firearms Dealers Association said, "They tried to make the test so tough that those guns wouldn't survive, but it obviously hasn't worked." Many of those guns have been improved so that they'd pass California standards.

The gun grabbers aren't about to stop. They're not satisfied that gun manufacturers have improved their products and made them safer for Californians to use. That was never their goal! Their true goal was to make it impossible for gun manufacturers to sell their products in California. The safety testing law they worked so hard to get on the books didn't do enough to get guns out of the hands of law-abiding citizens of California. So now the Brady Campaign to Prevent Gun Violence (formerly known as Handgun Control, Inc.) want to revise the law--naturally, to make it even tougher for these inexpensive guns to pass safety requirements.

California's gun grabbers are not out to improve the safety of the guns sold in California. They're out to restrict sales of guns. Don't be fooled.
