At first I thought this article was a joke. I really thought that there was no way our government schools have gotten this bad. But I was wrong. Go figure.

The Tucson Unified School District has decided to implement a two-tiered system for student discipline. One tier will be for blacks and Hispanics ... and the other tier will be for everyone else.

The goal of this system is to create a "'restorative school culture and climate' that conveys a 'sense of belonging to all students,' the board is insisting that its schools reduce its suspensions and/or expulsions of minority students to the point that the data reflect 'no ethnic/racial disparities.'"

With this comes the creation of an "Equity Team" that will ... get this ... oversee the plan to ensure "a commitment to social justice for all students."

OK ... now what does this look like to you? I'm thinking that the Tucson school district will not be allowed to discipline minority students except in accordance with strict quotas. If 60% of the students are black and Hispanic, then only 60% of disciplinary actions can be taken against black and Hispanic students. The other 40% of disciplinary actions must be taken against whites ... regardless of who is committing the infractions.

Let's apply this to crime enforcement in your city. Why knows? Maybe the Tucson idea will catch on and this will come to pass?

Let's say the breakdown in your city is 30% black and Hispanic, and 70% white. Statistics show that about 70% of the violent crimes are committed by the black and Hispanic population. As I understand the Tucson plan, the cops in your city will have to charge 7 whites for every 3 blacks and Hispanics for these crimes. You gotta stick with the ratios, you know.

But wait! There's more! As I understand it, the school disciplinarians in Tucson will also have to treat every infraction based on the color of the infractor. (OK ... I made the word up.) A brilliant example follows. The MF word is a part of black culture; not so much for white culture. Maybe only whites should be punished for uttering that epithet.

Precedence? You want precedence? OK, I got your precedence right here. Several years ago the NBA decided to strengthen the penalties for swearing on the basketball court during a game. Black players asked that the "MF" phrase be exclused because it was a part of their culture and, thus, was not swearing.

Keeps getting stranger and stranger folks.

    If more minorities are getting detention, perhaps it's because more of them are doing things warranting detention. Perhaps they are so filled with thoughts that white people are always trying to hurt minorities that they behaive inappropriately at school.

    It's a school...there is a reasonable expectation that students will behaive accordingly and participate in their own education...even if they are minority students.

    There should be zero tolerance for all bad behavior equally applied to all students. Of course that will mean negros and hispanics will get discipline more because they are more out of control than whites. But that is justice.

    Notice how "racial profiling" is ignored when it allows negros to get away with murder. Just more white hating racism being foisted upon us by the Negro Party.

    Wake up and smell the roses... or at least the manure they are growing in. It's called 'diversity,' and it means anything but. It's probably the most popular 'code word' in use today, and it means some people are more important than others regardless of what the Constitution and the 1964 Civil Rights Act says. If you're not a member of one of the new protected classes you are a second class citizen. Think this is something new, think again. Check out the diversity policies (boldly proclaimed on the web sites) of any major corporation, college, university, and every federal government agency. There is a place at the table for everyone... everyone except one group, of course. Guess which one?

    This is wrong any way you look at it, but you'll be called a bigot for even mentioning it. It's the latest (leftist) way to shut down discourse on any issue... vilify the opposition, and then you won't have to address the merits of the issue at hand. How do you deal with kind of double standard discrimination? Stand up and make your voice heard (isn't that what Hillary Clinton said?, or did she only mean those with her lack of values and sensibilities?), and support any candidate that has the guts to stand up for what's right.

    Why won't some conservative/libertarian law group sue the ass of these scumbags by pointing out that this policy is a clear violation of the state's and Federal equal protection clause.

    This is a no brainer. Get with it people. The center right needs to start using the courts.
  • Dekalb Schools part II
    Dekalb schools in the 80's is right. My 'white' child was sent home for a lunchroom shoving match with a 'black' child at Idlewood Elementary in the 80's. The black child remained at school. My son said "your momma" and the other child hit him. I discussed this with the principal and he basically verified the policy wasn't balanced in Dekalb schools but he had to follow the mandate. B.S. at it's zenith.

    If blacks say that MF is part of their culture, then I say that whites should reinstitute their cultural use of the "N" word. It was part of white culture for many generations so there should be no punishment for using it.

  • Race based discipline
    This is somewhat on topic: I went to the Department of Justice web site looking for crime statistics. I saw them broken down by race and there were some interesting things to note there. 1. For the last few years for which data are available, over fifty percent of all homicides are committed by Blacks. I believe that Blacks comprise less than 13% of the population, so there is disproportional representation of murders among Blacks. 2. Unfortunately, there is also disproportionate representation of Blacks among homicide victims. In excess of 90% of all homicides committed against Blacks are committed by Blacks.

    What I am saying is that race-based discipline for school children is ridiculous. It is just as ridiculous as requiring that only the percentage of Blacks in the population be prosecuted for homicides. This does no justice to the victims to the overwhelming majority of which are Black. The idea is absurd.

    I favor tying discipline or prison time or any other social sanction to behavior. Anti-social behavior should be sanctioned solely in accordance to the degree of disruption of society. Insofar as possible, the first objective of school discipline or legal sanctions should be to make the victims of the behavior whole in the form of restitution if that is appropriate.

    Most school misbehavior is disruptive to the class and therefore the class has suffered an injury as a result of the misbehavior. Most legal misbehavior involves a discrete victim. Unfortunately, our system considers illegal actions to be injuries to the state rather than to a person. I believe this is the weakness of our system of justice. Restitution ought to be the first priority of a legal system in my opinion. This is probably a minority position but it is mine.

    This policy in Tucson is what wrong with many of our school systems. If you do the crime accept the punishment. Race or gender should not be a deciding factor but it is in many schools. My son attends a 90% white school in GA many of the Black students are disciplined for wearing revealing clothes due to their body types (i.e. curves) many of their white class mates wear the same revealing clothes and are not punished. I have seen white teenage girls at school with pajamas and flip flops on and wonder what is going on. School discipline needs to change and pickup an educational aspect to it no more iss or detention where the kids are listening to their ipods.
  • TUSD Regulations and all their glory
    I taught for this district two years ago and left without ever looking back for another career NOT in education. TUSD is a great example of how public education in this country is failing all of our children, regardless of ethnicity or race. I, myself, am Hispanic and was asked to teach ESL students in science. The only two students I had discpline problems with, I was told could not be disciplined, because it was a language barrier issue. I SPEAK SPANISH! They were acting up because they couldn't understand me. So I happily left this district. For the love of everything American, let's forget about what we look like and be judged on what we do with ourselves. And use the Golden Rule--do unto others. Seriously. My kids would NEVER go to a TUSD school. I am packing the pennies away for private school. I am even a product of this district, attended an Ivy League university, and became a teacher only to be tossed aside when it came to discipline. Don't move--speak up to the school board and make Tucson better for children. Thanks, Neal, for letting everyone know about this. It's a load of crap. Makes it seem like minorities are worse for the wear and this is proving the point.

    This was enforced in the Rockford, IL school district in the late 70's through the 90's. Went back to my alma mater and heard stories that no one thought could be real -- but they were.

    Racially proportional discipline was enforced -- and the bad black kids ran the schools. The janitor had been assaulted so many times, he got to school each day, blockaded himself in his office until after the kids left.

    Proportional representation -- they wanted to develop an advanced math course into the school, but not enough blacks and Hispanics signed up, so they canceled the class.

    Net result: We just sold a home there, a 3BR, 2BA, clean, large nice yard, safe neighborhood for under 130k -- and we were lucky to get that. Homes are depreciating 2% per month. Granted its partly because of the high unemployment, high crime rate, in addition to the lousy schools, but aren't they really all tied together?

    Its tough to be a public school administrator. There's pressure from the government, minority rights groups, parents, and the teachers to assuage "inequalities" and create a learning environment. Sometimes the solutions to these "inequalities" seem a little ridiculous to reasonable people. But, what are you gonna do after Brown Vs. The Board of Education?
    I respectfully suggest that you get a 2nd mortgage on the house, borrow from your parents, rob a bank, whatever, and scrape enough money together to get your kid into a private school.

    This is starting to sound like a question of interpretation.

    If they were doing this as a way of addressing Why certain groups are overrepresented – perhaps with a regard to the underlying reasons such as lack of fathers or discipline,etc; With them making some efforts to address those issues, I could understand that.

    But I would not agree with having different standards just so the numbers work out – that is really an insult to minority groups.

    I know this is so much simpler to define as racial discrimination and get all ginned up but, it's nothing new.

    why do you think districts break out performance by race? how do they do that without this type of data?

    they can't... and you better bet they all look at it.

    and if there are anomalies that show, outside statistical population differences, that there is a problem with specific racial groups you better bet the school board will be asking WTF? and coming up with data collection and action plans to figure out what the problem is and address it.
  • Nothing new
    When my child was in elementary school in Portland Oregon, 10 years ago, they had a quota system already in place.

    I volunteered two days a week in the classroom. One day a 3rd grade black girl threatened another student (also black) with a pair of scissors saying she would "poke her eyes out" with them. I was horrified as was the teacher, but she did nothing. When I asked her why, she said the girl in question had already been sent sent to the principals office 2 times that week (and been suspended once already). The teacher had been told that she had reached her quota for the 1/2 year for disciplining black children. She could not discipline ANY black children, largely because of this one little girl (who obviously had serious emotional problems).

    It wasn't even equity based ie same number of black children as white children disciplined. There was a set number of black children, period, that could be disciplined per teacher each 1/2 year.

    TUSD is the worst school district in Tucson. It continues to have the lowest ratings while the nearby Vail School District is tops. If you drive around the two different districts, you can see there is a difference, TUSD areas are older and look poorer than the Vail areas. Sadly, TUSD gets more money per student than Vail.
    Good realtors steer you away from TUSD, even if you don't have children...

    I am dismayed by this story. Why must they implement this policy? It's very core is race based and to use an unpopular word, UNFAIR!
    I think this send the message to the smarter kids of these racial groups that once the quota of disciplinary infraction for a certain group is met, then that group can have a free for all of sorts.

Just like universities offering courses in Ebonics, they are in essence perpetuating and encouraging the very same behavior that will make it extremely difficult, if not impossible, for black people to have any professional success whatsoever in the future.

    Let's break this down and decipher for what it really is saying: (1) We have social conduct standards, when it comes to behavior, language, dress, etc. (2) White people - you need to follow those standards (3) Blacks, on the other hand, we, the great white liberals, realize that you are nothing more than a bunch of animals, and don't have the ability to speak, don't know how to dress, and don't even have the ability to make it through the day without committing a crime or some behavioral infraction. (4) Don't worry, though, we liberals understand that you are incapable of acting like humans, so we are going to "help" you because we "care" about you.     This is axactly the kind of stuff that perpetuates the hate. Blacks are not looking for "equal rights," they are looking for "special rights." All of the arguments that they use in order to lobby for these rights, they actually places themselves on a lower level then whites. basically because of their "culture" they are not expected to act in any acceptable decorum.     It wasn't that the minorities in DeKalb couldn't control themselves or be controlled. The explanation from the school administration was that this kind of behavior was part of their culture. This made it acceptable for one group and punishable by the others.

    It would appear that it's true what the editorial referenced. It really sounds incredible that they would do that, and there is the hope that it was bogus. But in these times anything seems to be possible.

    I wonder how much of this is to ward off an anticipated lawsuit of statistical differences?

    I am almost through the Government School System and I have seen it decline in the last 13 years. I have to admit, I was lucky both on location of my school and the elementary grades were staffed with no nonsense hardasses. Made quite a bit of difference.

    Of course, when I heard this yesterday, I thought it was a joke too. To be sure no one would be that stupid, but I guess they are. While it may start with a single school district, don't believe for a second this is only an isolated incident. Slowly but surely racism is coming back into America, and it is being created by people who think being a hyphenated American is a good thing. This is as stupid an idea as any I have heard of lately, which means that the race pimps will think it is the most wonderful idea in the world. It gives credibility to political correctness to some over the thought of safety and security of all. Freedom is dying a little more each day.

    I fear the Democrats may be right. There may be fighting in the streets if this sort of idea flourishes. I fear another Civil War may be on the way and this one won't be along state boundaries. And all for the cries of racism by those who are the biggest racists among us.

    The next thing to do if the majority "minorities" exceed their punishment quota is to randomly select non-black/hispanic students for punishment of an infraction by black/hispanic students.

  • DeKalb schools in the 80s
    As a junior high school teacher in DeKalb County in the 80s, my wife was told that the minorities had to be allowed more disruptive freedom in the halls between classes than the whites. A white kid could actually get a detention for doing what was allowed for minorities. Tucson, welcome to our world here in the Atlanta area.

    Imagine the impact on students views. White students will become cynical, and minority students will learn that the system is there to be gamed.

    Once one group gets far enough ahead of its ratio quota, everyone will know that no infractions from someone in that group can be punished until someone from the other group gets pinched.

    If this is a good idea, why not expand it into criminal law for society in general?

    It will drive the rest of the sane parents to remove their children from government schools.
