Over the weekend, Newt Gingrich sent me information on a plan to stimulate our economy.  The plan is from Texas Rep. Louie Gohmert.  Yes, he's an Aggie.  But this plan is so brilliantly simple that I have yet to have anyone give me one real reason why it wouldn't work.  I've had callers suggest reasons why it would be politically unpopular ... but that's different from not being workable.

Here's the deal.  Gohmert proposes a two-month tax holiday where the federal government would not collect any taxes from individual Americans.  No income taxes.  No payroll taxes.  You would keep all the money that you earn for two months.

Now this is a statistic that should shock you ... Americans pay over $101 billion in income taxes and $66 billion in FICA taxes every single month.  That means that if Gohmert's plan went into effect, there would be over $330 billion in American pockets.  That is money that you have earned and money that you can decide where it is spent or saved.  You pick the economic winners and losers with your money - the government doesn't get to do the choosing for you.  The government can't use it to pay executive salaries for failing companies or subsidize failing UAW contracts.  The government won't spend $50 million just to send every American a letter saying that their pithy "stimulus" check is on the way.  That's it ... you just stop all federal taxes for two months.

Will it cost us anything?  Well, no more than has already been pledged in the bailout bill.  There's $350 billion left there ... this would eat up most of it. 

Gohmert says that this will create a surge in the economy because more people will have the money to buy cars, build homes, pay their mortgages, pay off their credit card bills.  It would even help the states that are currently lined up at the federal government bailout trough.

Naturally there are people who think this idea is absurd .. "Give ME the power to spend the money that I earn where I'd like?  That's outrageous!"  Here's an email I got from someone who thought it would be cute to use a fake name .. but here's the line of thinking:

Neal is the most stupid talk show host ever lived. How so? His idea of giving Americans a 2-month tax break shows how stupid he is. While he's probably saving $2000, Bill Gates saves $2 million. That's like giving the rich a raise. If you let idiot like that to run the country, it will be run to the ground like George W did it.

First of all, this isn't MY idea.  It came from Rep. Louie Gohmert.  And secondly, how envious and mindless can one person be "That's like giving the rich a raise."  Yeah .. the evil rich.  The source of all that is bad in America.

You'll hear more about this on the show and here in the Nuze.  One thing for sure.  Politicians won't like it because this would allow the people to clearly understand just how much money the federal government is seizing from their paychecks every week.  After the two month holiday, when withholding kicks in again, there might even be something akin to a tax revolt!  The only way this would work is if came from the ground up .. that means the voters up.  Let your congressman know how you feel.

    Okay, riddle me this - give homeowners who have mortgages $300,000. 98% of the people who would get this money are going to pay off their mortgage and probably have enough left to buy a new car. So, the bad mortgages are accounted for, cars start selling again, the debt crisis for the middle class is resolved. That about wraps it up I think.

    Did anyone ever suggest that this income tax holiday only applies to those making $250k a year? Am I missing something?

    And to those who say it is a pipe dream:

    It's only a pipe dream if people don't get up and do something about it. I read somewhere that Congressmen consider one letter to be the opinion of roughly 500 citizens. 500!

    If this bill gets good publicity, the public support and response could be overwhelming. If Representatives and Senators are overwhelmed with letters, e-mails, and phone calls, they have no choice but to take it seriously, and--more importantly--vote in the affirmative if they are interested in keeping their seat.

    The timing of this bill could not possibly be better. People from both sides of the isle are furious with how our tax money is being spent on failing companies and terrible business plans. People are furious to see their investments and retirement plans go down the drain. This is exactly the type of event and idea that could lead to the kind of significant change this country has been in desperate need of for decades.

    Stand up, be heard, and let's make this thing happen!
  • Actually...
    temporary infusions like this DON'T, in fact, work. It's not that it's a bad idea, it's just that people tend to budget, and a little extra money will just be spent, especially around Christmas. This won't be more money for investment or more financial security, this will be nothing more than more cash spent at Walmart and Bestbuy on action figures and video games. A tax cut that equates to the same amount (or more) money left to people each year would be FAR more effective.

    I'm not sure if anyone like Liberal007 understands the depth and scope of the problems that were created on paper almost 30 years ago and are now coming home to roost. Sure Regan, and HW did utterly nothing to stop this oncoming train, Clinton of course dug the hole deeper and W just shined his shovel and kept on digging. These "stimulus" packages are a response to a problem that has been created using clever trading techniques to give value and insurance against a bad deal (aka credit default swaps) which created a market for mortgage backed securities with a now market value of over $60T. To understand the scope of that, thats 4x US GDP. Now I'm sure I've already lost readers such as Liberal007 because of their 8th grade government education but if you understand this, giving a "stimulus" would require something far beyond the scope of a tax holiday. And as far as "8 Years of W screwing up the economy" I wonder whom it was watching Fannie Mae when all of this was going on? Why I'll bet Barney Frank was while he was in bed with the then CEO of Fannie. The administration is always a cozy scapegoat for libs when it serves their purpose, but who has been watching the watchers while all of these creative investment vehicles where being peddled. The free market got us into this mess and if the oil market is any indication (how much are gas prices down since August?) the free market will get us out of this, not government taking it from people who have earned it and giving to people who were reckless with it.

    Why not just give every man, woman, and child in the US (citizens only) a million dollars each. That is a lot less than the trillions we are throwing down the drain by giving inept companies a bail out. There are about 320 million or so citizens here. Then we all would be the evil rich and thus class envy would disappear. then all the jobs us rich don't need to do could be given the the illegals who are doing most of them anyway. With their newly granted work permit the illegal immigration problem would disappear. With all of us now being the evil rich we would be responsible for our retirement and thus social security could be abolished ant that problem would go away. Since all of us newly evil rich have a million to spend the automakers would start selling cars, houses would be bought and sold, loans paid off and money invested in stocks or savings accounts so all of the companies asking for a bail out would no longer need government redistributed money. A win win for all

  • Tax Stimulus Plan
    I think the idea by Rep. Gohmert is a great idea. Also in keeping with the democrats line of thinking, I think all Congressmen and Senators should have to give up their ridiculous salaries for two months as well. If its good enough for the CEO's of the big three, it should be good enough for Congress to do the same.

  • Include Employers share of FICA
    I would also include the employers share of FICA. That would give all companies employing people in the US extra cash to avoid layoffs or purchase new equipment.
  • Why do we pay and support these idiot politicians?
    This plan shows how little even our own congressmen know about how money is created in this country's economy and the American tax system. It is awfully sad to think anyone in their right mind would support this idea.

    The money given to financial institutions from the bailout funds goes to create more money/credit. People buying stuff made in foreign countries will do little to support our economy as compared to banks creating money and credit for others to use the capital to generate revenue and jobs.

    The tax system in America will only be taxing most working people in the lowest tax bracket during the months of Jan and Feb 2009. Also the Americans hurt most by the economic crisis are those who have lost their jobs and the elderly who will not be paying taxes during this time.

    I think the congress should repeal the Federal Reserve Act of 1913 and take better control of the economy and creation of money as was described in the Constitution. This will allow the people to have a better say on what goes on with our taxes and economic situation, maybe more people will take an active role understanding the government and laws rather than being lead by what their government and media tells them to do...

    We also need to allow the BIG 3 to go into bankruptcy and possibly be liquidated so we can rebuild the auto industry in the USA and do a better job of controlling labor and executive pay, along with better following the global auto trends.

    When will Americans wake up and remember that nothing is easy or free. You must work hard and educate yourself to find the truth and help freedom to live on.

    The evil rich employ the "unfortunate" poor. This is a great plan, although I'd like to see extended for the whole year and force the government to reorganize their spending like so many of the tax payers have to do.

    Here is the reality of our current situation:

    More than $US 32 TRILLION has been erased so far from the value of global equity markets. That is twice the size of the entire annual US GDP. That is the carnage in only one area. There are two other global deflations, the one in real estate and the worldwide crash in commodity prices. Add those to stock market losses and the damage exceeds $US 50 TRILLION.

    The $350 Billion are just a drop in the bucket. In fact, all of the "fixes" being put out there are just a drop in the bucket. All we can do is fasten our seat belt. It is going to be a rough ride.

    Another clueless, chicken hawk loving, right winger, living in a private pipe dream world, where if only they had control, all would be well and good, guess you folks have missed the fact you took control in 2000 {via fraud, disenfranchising 50,000 florida voters to boot}, pulled some more dirty tricks in 2004, won again jamming the democratic party phone lines which by the way one of your kind went to prison for, got out and wrote a tell all book on "how to steal a election", guess you guys will not be satisfied till you turn this great nation into a 3rd world dump, if you guys have your way we will be in that shape, but fortunately your not in control except in your boortz peanut gallyer world where your ideas seem so good to those in the chicken hawk flock!

    How would this benefit the people who have already lost their jobs due to the economic recession? Some of those are the people most in need of assistance at this time.

    The problem I see that the Democrat side will reject is that the retired people that are living only on Social Security will get nothing at all since you don't pay income tax on SS.

    wouldn't the gap in payroll tax (aka Social Security) present problems for the payments that dept needs to make? I thought it was an FIFO type system backed by bonds. Just asking...like the idea though.

    Anyone who says or even THINKS the words "that's like giving the rich a raise" is purely not confident in their own finances, and cleary envious of people who actually work to earn their wealth. It's not about rewarding the rich, or penalizing the poor, or vice versa -- it's about maintaining personal finances in your particular tax bracket.
  • FairTax - Good/ Stimulus - BAD
    The FairTax is perfect but this is not the FairTax and far from perfect. People should be calling their Representatives and asking them to stop these phony bailouts and stimulus packages and tell them to get onboard with the FairTax. This fake stimulus does nothing but print more money out of thin air and add to an already devastating debt.

    I've already written my congressman and sent Congressman's proposal to friends asking them to read and express their support as well.

    The more people that hear about this the better. I have never been very active, politically, before but this year I've written more letters than ever. I've become a firm believer that the people have the ability to make changes - if we just shout loud enough!

    Liberal007 do you actually think before you start typing? Nobody has said eliminate all taxes. National defense is specifically mandated in our Constitution. A lot of that other stuff can be done through private enterprise, a darn sight more efficiently too, I'll wager.

    And in case you haven't noticed, the streets are lawless in some places. Typically those with governments dominated by liberals.

    I lived in a location where private business took care of trash collection and we didn't have it strewn all over the place piling up. It can be done.

    Yet apparently you would prefer to take any choice away from the American people with respect to how the discretionary funding allocated by the government is spent. After all, we Americans (that being all -- the majority of us -- that you would deny a right to) are not as wise in the ways of spending that the federal government is. Wouldn't want to take a chance on free market and financial liberty actually working, now would we?

    So I guess this is some pseudo Fair Tax that will "save us". If it's good for 2 months just think how great it would be for 12 months. Why don't we just pass the Fair Tax and quit monkeying around. Republicans are so lame when it comes to ideas that are good for the country. They talk the talk but don't walk the walk. But hey! Lets support them anyway because they are better than Democrats, right? Wrong!!! I'd rather sit back and watch the white collar Repubs lose it all because they refuse to give up power for fairness.

    I just emailed Durbin and asked him to get with Rep. Gohmert and at least hear him out. That's probably the best I'll get out of him.

    I'm for anything that can move us towards the fair tax. And to the liberal who thinks we rightys don't want to pay to support our government: the truth is we want everyone to pay to support the government. Obviously a government costs money, but if everyone were paying instead of just half the country, maybe we could actually raise some hell about the waste and unconstitutional spending going on. Maybe.

    I've emailed my congressman and senators to support this bill by Texas Rep. Louie Gohmert. If you all people want to wine and complain, just fine, do that. While I'm complaining too, at least I've emailed my representatives so they will at least noticed. If you want to do the same, email your congressman. It may not be much, but at least its a start. Just thinking about it.
  • Tax Holiday
    The gubment takes about $85/week out of me for taxes/fica/etc. That amounts to over $3000 a year. To most of you, that may not be a lot, but for me (I work and am finishing up my accounting degree so I can earn over $25k a year someday), its a lot. I like the idea of using that money to pay my car down, pay off some hospital bills, or even better stick it away for a rainy day fund.

    No, it won't solve the country's economic issues. They go much deeper then a few thousand dollars could ever dream of solving. However, if the "evil rich" are able to save a few million or billion, that money can be used to create jobs, invest. Those "evil rich" CAN help save the economy. We're at the point we have nothing to lose. I say give it a shot.

    If my U.S. History serves correct, a tax revolt was part of what founded this country? Part of what burns me about liberal thinking. Damn what this country was founded upon. Damn being responsible. Let the government get away with ignoring the constitution and treading on those of us that don't want government involved in every aspect of our lives. It is my opinion that those that do not fight against tyrrany shall be doomed to be slaves. No thanks.
  • Stimulus mismanagement
    What does it cost for the government to take money from us, then give it back? Previous stimulus package, even though I paid $60,000 in taxes over the last three years, I got a check for $300.00. My girlfriend, who is a realator, got nothing. My oldest son, who has a good job, got $600.00. His wife, a stay at home mom, got $600.00. My granddaughter, 1 year old, got $300.00.
    My girlfriends sister, who lives and works in Lebanon, got $600.00, and her husband, who lives and works in Lebanon and is Lebanese, got $600.00. What idiot decides who gets what?

    I find the idea of a tax revolt another brillant far right wing idea, guess it sounds good in theory, but once the city streets become lawless, trash piles up, roads become non useable, we get invaded by a government with a tax supported government, this idea would prove about as brillant and feasible as this tax holiday, keep on coming up with these pipe dreams, that is really all the right wing has left, dreams of their ideas being still viable, but unfortunately for you right wingers, the majority of us americans as exampled in last election decided we want something else than your pipe dreams!

    In general, I love the idea. I have a concern, though. Tax savvy people who can control the realization of their income could use this policy to move otherwise taxable events into this tax free window. More specifically, I'm concerned about the sell pressure this might create for stocks and other investments. If this tax free period applies to gains in stocks, real-estate, and other investments (assuming, of course, that there are any investors that actually have unrealized gains in stocks and real-estate), it could create sell pressure for stocks or real estate, worsening already moribund markets.

    Would two months be enough time for the people to comprehend how much is actually being forced out of their paychecks?
    I’ve read that nearly two-thirds of taxes confiscated are going towards things other than the necessities to run government, such as bailouts, grants, support programs (welfare), etc...
    Doing some math and using workdays, from January 1st to mid March, I’m working for someone else (welfare programs), from mid March to the beginning of May I’m working towards the function of government, after that, I get to work for myself, almost, That’s just federal, than there is state and city tax, property, plus all the other “service charges” and the like which goes to government. After the entire math is done, I’m paying 52% of my income to government in one way or another, and in most years, I’m paying more on April 15th.
    People don’t complain when government takes your earnings in small increments, what would happen if you kept all of your income and had to write a check at the end of the year to the government? We would have the biggest tax revolt ever.
    So, how many hours/days/months do you work for someone else and not toward the necessities of government?
    Go ahead, find some pictures of people on welfare, corporations getting taxpayers money, and other organization which are getting taxpayers money which have absolutely nothing to do with the necessity of government, place these pictures up where you work and put “My tax freedom date is” or “I’m working for these people until *date*” on them, you can take them down when you start working for yourself. It will be Just a little reminder as to how much government is wasting hours of your life.

    The problem with all these Stimulus ideas is that they start from a faulty stimulus and that is that government creates wealth. This is just a mechanism to get the money from someplace other than writing a check...it is semantics. To replace the revenue money will still be borrowed. Money given to the individual tax payer allows them to consume goods, most of which are not produced here. Wealth is created top down. This will let me buy a new refrigerator manufactured in China. It will create debt. We will borrow the money from China to buy their goods. Whether the government cuts me a check or simply doesn't collect for two months makes little difference. The only way to fix the economy is to stimulate the wealth creation mechanisms by reducing the costs of corporations and small business. Stop collecting corporate income taxes, stop collecting capital gains taxes and get the government out of the way of economic growth. If you want to give me a few thousand dollars fine...but don't expect the economy to grow as a result.

    Of course it can't possibly work. It makes too much sense. Gee, maybe if we could keep the Federal Gov. out of our pockets altogether [repeal 16th and 17th amendment] we could see some REAL CHANGE, and I don't mean pocket change. It is narrow minded Bozos' like the one that wrote "...that's like giving the rich a raise".... Say what?! I'm sure the poor slob that greets you at Wally World or hands you that cup of coffee at Mickey D's couldn't use the 2 months worth of tax free $$. Even better, extend it to 6 or 8 months if it works as expected. I'm all for it!
  • Pipe dream!
    As my old mom used to call peoples ideas with absolutely no hope of becoming reality, but guess if one looked at the last 8 years of success of the republican party in ruining the economy, americas good name in world, sold us lock stock and barrel to the chinese, collapsed the dollar world wide, got us into a useless never ending conflict in middle east for the profiteers in the oil industry, military complex, guess I would be desperate for a idea, but this one is merely a right wing pipe dream to make the right think they have any ideas, Gingrich has no chance of ever winning his parties nomination, about as much chance as Romney or Huckabee, when one has no ideas dream one up!
  • I see a minor problem
    Most companies pay is calculated automatically by computers. There would be an incredible amount of computer programming needed to enact this. It would be akin to the Y2K issues but with less time to prepare for it.

    In other words, this would COST companies money to change their payroll software to accomodate this plan.

    As a programmer, I would love the opportunity . . . again, like Y2K, we could charge a fee of our choosing to make these changes (Free Market!!).
  • 2 month tax vacation
    This is truly a brilliant plan. What's more, it would be a great way to wake people up as to their withholding and take-home pay.

    What better way to get to the FairTax than giving people a sample?
  • Its a good idea...
    I do not see how this will help people buy cars, homes, or anything larger than say $5000 (for most Americans who make under 50,000/year). I like most people will get under $5000 in savings for both month of being tax free. This is barely enough for a down payment for home, it is enough for a car but my whole point is that this is supposed to be a plan for two months not 5 years. Everyone may jump back out and buy homes and cars but in two months have to start paying taxes again and be in more debt they can not afford. I find a stimulus check being more beneficial. Of course the fair tax would be the best ides.

    I think I like this plan. Gohmert suggests that his plan be for this coming January and February. At the very least, it provides a plausible alternative to which we can compare the current plan.

    I think it's a great plan. The only downside I can think of is that when it comes time to resume withholdings, the only ones who would have to pay would be the "evil rich." It would work so well that the working poor would get an extended deadline and the rich would be made to pay their "fair share." I can hear it now, "Don't vote for him, he'll make you pay taxes on what you earn."
  • But it wouldn't be "fair"
    You know how that argument goes, this type of stimulus plan will only benefit the rich.

    And, besides, those of us whose paychecks are cut nearly in half already know the pain of taxation. So some loser at or around minimum wage will get his FICA money back (what about the employer's mathing contribution?), but how much would that amount to - a couple of hundred bucks? Why that's not even enough for a down payment on a 56" HDTV at the rent-to-own store.

    As far as this stimulus plan goes, I love the concept. The class warfare argument is predictable, but one that could be overcome if the proponents got on the tube and really talked this idea up. I do, actually, have one criticism of the plan... and I admit, it is at least in part pure selfishness. Right now, I am living on money I have saved while starting a business. I expect my business to become profitable and sustainable in 2009, but as of today, the money I'm living on and buying things I need with has already been taxed. No one ever talks about how to provide stimulus for those of us who have ideas and entrepreneural spirit that lives on even though we know for a fact we're gonna take it on the chin in the short term while growing the business... and maybe in the long term, too, if the Democrats get the policies they want. It's still a good plan... but long term tax reforms (FairTax... YAY!) which are consistent and predictable beat short term "breaks" in creating real growth.

    I'm not a fan of any "stimulus", but 'eh... Let's get the holiday going for a couple of months, and make it the springboard for pointing out the fact that Fairtax would be the same, PLUS the "prebate" each month. WHAT A CONCEPT!!

    This would be awesome! If Barack wants to talk about REAL change and really stick it to the Republicans he can beat them to the punch by getting informed about the FairTax. Now THAT, is change we can believe in.

    Neal, while I also think this would be a great way to implement one-time or short-term "tax cuts," I can envision a practical problem with doing this. Not to rain on the parade, but most people on salaries have their tax witholding done via payroll systems that process millions of our paychecks on weekly, semiweekly, or whatever basis. Someone like ADP (the payroll people) having to make temporary revisions to millions of entries seems like a nighmare. Caveat: not being intimately familiar with their capabilities, I might be offbase if they merely have to alter a code or something to turn off the tax witholding.

    If I remember history, withholdings were begun to fund daily operations during WWII. The thinking was to eliminate the bottleneck created by everybody only paying taxes once a year, on April 15. If this was the case then, how would it be different this time? The various agencies would still scream for their payrolls and the pols would still listen to their union goons. And the press would simply parrot whatever Reid and Pelosi hand out. Good luck to our side.
