As for Ms. Payne, clearly she needs to be taught about incentive: All this bill will do is create a loophole for the criminals to report their "stolen" guns, and criminalize the law-abiding gun-owners who do not report stolen guns (something they may not discover until the police show up at their door).

The ramifications of these laws requiring the immediate reporting of a stolen gun are awful. We have always had a system where the failure to act has not been a criminal offense.

Would I report my gun stolen? Yes, as long as I knew it had been. Would I ever, on a jury, convict someone of this law?
