We don't need another agency to have to track all the miles driven. Decouple all roads and bridges from the state and federal general funds and then raise gas taxes to support the maintenance. Cars that get poor gas mileage (i.e.heavy vehicles) will pay more, small cars will pay less which is fair because of the difference in wear and tear to the roads. This way the user pays, the government doesn't build another agency to worry about where people are going, and there would be no more PORK for roads and bridges. It is quite simple really.
