The logical conclusion to this will be that nobody will want to own rental property, and thus there will be nothing available for these people to rent. These units will either be sold to homeowners, or landlords will be forced to abandon rental property. Then there will be no evil rich man to make repairs, do maintenance, or pay property taxes.
