... umm, yes, I just said that.<br> <br> I guess the "positive and negative rights" wording can be confusing. By spelling out what the state and federal governments are not ALLOWED to do, the amendments thereby secure what individuals have the RIGHT to do.<br> <br> That's what a "right" is--a limitation on what government can do, not a specification of what a person can do. Or were you making a different point?
