Did anyone actually read Mr. Deal's H.R. 698? It is dubious on many grounds. (1) Jurisdiction. The bill is saying United States has no jurisdiction on United States soil. (2) It is against equal protection clause, in that it only confers citizenship to a child whose *mother* is citizen of United States. Furthermore, it explicitly exclude common law marriage through the "out of wedlock" clause. This means Tiger Woods' kids may *not* be U.S. Citizens, if their mom is not U.S. citizen (almost certain) and not U.S. permanent residents (maybe). (3) Legal precedents. The bill tries to amend U.S. Constitution by redefining terms in the our Constitution and legal precedents do not apply. Isn't this the same as the so called liberals' evolving constitution? If you want to change constitution, go through required procedure.

Time for a new real conservative party.
