I think in that last paragraph Neal is being sarcastic, so maybe he's getting dumped on here for nothing.<br> <br> Yeah he doesn't like smokers, but he's saying this new tax is not going to work. Now, I haven't had time to listen to the actual program today, so let me know if he is saying differently.<br> <br> However, I think a few $500 littering fines is plenty.
