Joyce,<br> <br> Russia and Rwanda don't have capital punishment. Cuba does, though. Not that all three necessarily have accurate or truly reflective data, but our huge incarceration rate is probably the greatest threat to freedom in this country. <br> <br> In addition to the privatized prisons that encourage excessive incarceration, we also put too many people in prison for drugs (so they can become permanent addicts and real criminals). This is the fruit of the "tough on crime" nonsense.
