The fed did not think that they would have so many states here in the US that would be threatening seccession. This move is to give feds direct access to the budgets of the states. They would have access to everything and they would have no trouble taking action to keep those states from secceeding from the union. This is also a move to soften their image in cities. The more "good" they do for us the more we will trust them. They are literally using the same tactics they use against other countries after they invade them.
