If this woman wants to set aside a share of the airwaves for non-profits, then she can pick a part of the spectrum that's not being used and let the non-profits broadcast using their own equipment and money.<br> <br> I suspect, however, she's more inclined to require broadcasters, as a condition of their license, to set aside time using the broadcaster's money snd equipment for non-profits to use without compensation. The amount of time will gradually increase and the required hours will begin to encroach on prime-time.<br> <br> When this eventually causes the broadcaster to lose money (thus not making a profit), will she then require any remaining broadcasters that are making a profit set aside time for the now (involuntary) non-profit broadcaster? Or will she simply nationalize the now profitless broadcaster?
