When a treaty is ratified, it becomes a superior form of law even to the Constitution, in that its terms can be enforced EVEN IF those terms would be unConstitutional if passed by Congress. <br> <br> This proposed treaty is an end run around the Heller decision, a means to place US citizens subject to State Department regulation of firearms in order to comply with its terms.
