During the Depression, it was called relief, and most folks avoided it. At some point, the name was changed to welfare and it was not considered charity anymore. Pride kept people off relief, but now pride is no longer in the equation. Now, it's the government helping everybody. See, some people have too much money and need help distributing it. Other people have too many wants and need help paying. So, the government jumps in to help both groups.
