Seriously, if you think others have some negative right that entitles them to reproduce on the dime of others then you are sadly mistaken. The Constitution gives no one rights that enslave or deny the rights of others. These women should be (reversibly) sterilized in order to receive any government benefits including state health insurance. My wife's office is full of girls who have been popping kids out from 15 on and they will not marry any of the men they reproduce with mostly because they will earn too much combined and lose free social services. They are gaming the system and taking advantage of the compassion of others. This is nothing less than organized theft. I am 30 and have been waiting to have a child until I am financially prepared. I am finishing up school in community college and workign as hard as I can to advance my career before I begin to settle down and raise children. I am being punished outright by schemes like EITC that tax me more heavily to subsidize the offspring of others. This is not what our rugged, pioneer founders imagined for a nation of individualists. We must end the notion of negative rights (rights that deprive others of their chance to prosper). Power must return to the states and then to the people. We give them no power that we did not initially posess any no one here has the right to steal from his neighbor, no matter how hungry his brood may be.

Not to be sexist: any man receiving welfare, food stamps, or any other State or Federal charity should also have some form of reversible sterilization performed. You can reproduce again when you are off the public teet!
