Neal has made in apparent in the past that he isn't really in favor of the whole "bailout" system in the first place. That said, I am surprised he isn't in favor of any conceivable restrictions. The more restrictions on the way bailout funds are used, the less often they will be used. <br> <br> -Marc Barrett
