The only way to "properly" close Gitmo would be to do so in a way which allows for the individual criminal prosecution of every person currently there. Even if it's shut down, that's not in any way to say that all these people are just going to be parachute-dropped into the middle of Oklahoma. I would expect that most of them will wind up in other detention centers.
