Another campaign he will break is no tax increases on people under $250,000. With the SCHIP bill he wants to sign, it uses a permanent tax increase for a temporary program. It increases the per pack tax from $0.39 to $1.00. Thus, a tax increase on any smoker making less than $250,000.<br> <br> I'm a non-smoker but it's still a tax increase any way you look at it. Also, it's ironic to pay for a health bill on the backs of smokers (who are likely to get sick)
