She's going into a hostile area and so is subject to hostile actions. She shouldn't cry foul as soon as someone shoots at her or makes her stop what she is doing. After all, it is only in the US of A that she can do what she has done and get away with it. That doesn't mean that the rest of the world is going to let her do without so form of payment being extracted from her.
