Our States are supposed to be indipendant entities that support the Federal Government for the common good of all. Once we start down the road to asking for government assistance, because our elected representatives can't do there jobs properly, we give up the independance our forefathers fought and died for. If a state can not manage it's budget it has no right to ask for the rest of the nation to pay for there incompetance. Keep electing represenatives because they promise you the moon and this is what we can expect.
