The article stated that the center was funded by the athletics department. If my understanding of university budgets is correct (using Virginia Tech as my example) then the operating budget for the university (which has taxpayer funding) is a separate entity from the athletics department, which cannot use any taxpayer funds for buildings, activities, or operational costs. Athletics departments raise their money through sponsorships, tv & radio deals, donors, and otjher fund-raising efforts completely separate from any taxpayer funds. Or at least that's how it is here in Virginia.
