That doesn't always come through in a text comment, but it was pretty obvious.<br> <br> As for Ms. Payne, clearly she needs to be taught about incentive: All this bill will do is create a loophole for the criminals to report their "stolen" guns, and criminalize the law-abiding gun-owners who do not report stolen guns (something they may not discover until the police show up at their door).<br> <br> The ramifications of these laws requiring the immediate reporting of a stolen gun are awful. We have always had a system where the failure to act has not been a criminal offense.<br> <br> Would I report my gun stolen? Yes, as long as I knew it had been. Would I ever, on a jury, convict someone of this law?<br> <br> NOT. ON. YOUR. LIFE.
