Hey Neal, the city of Jacksonville, FL did a couple of the things you have suggested. First they got rid of the entire School Board Transportation System. They signed leases with private companies to provide transportation services for the schools. You should see all of the BRAND NEW school buses the kids are riding on now. Second, they got rid of all of the maintenance workers for city vehicles and use dealerships now to service the police , fire, and other city vehicles. This has saved MILLIONS of dollars a year.
